Work permit problems

Work permit (çalışma izni) refused or cancelled, or stopped for working without one? It can carry fines, a possible ban, and knock-on effects for your residence. Speak with a licensed İstanbul Bar attorney before you sign or pay anything.

If this is happening right now

  • Ask what the decision or penalty is based on. Get the reason and any figure in writing.
  • Do not sign anything you do not fully understand — ask for an interpreter.
  • Understand the whole picture before you pay. A working-without-permit issue can touch the fine, a possible ban, and your residence status.
  • Keep every document — contract, permit paperwork, application receipts and any notice you are given.
  • Note the date of any decision — appeal deadlines usually run from it.
  • Contact us before you pay or sign — by WhatsApp, with the details.

Work permits in Türkiye — and what goes wrong

In general, a foreign national needs a work permit (çalışma izni) to work legally in Türkiye, and for most permits the permit also counts as the right to reside.

Problems usually take one of three shapes: a permit application is refused, an existing permit is cancelled, or someone is found working without a permit. Each carries its own consequences — and each can usually be questioned or managed with advice.

Why work-permit problems arise

The reason is not always made clear. In practice, the common triggers are:

  • Application requirements not metEmployer, salary, role or quota conditions not satisfied.
  • Incomplete or inconsistent paperworkMissing documents or details that do not match the records.
  • Working before the permitStarting work before the permit is granted, or on the wrong basis.
  • Employer-side issuesProblems with the sponsoring employer’s filings or eligibility.
  • A change of employer or roleMany permits are tied to a specific employer; changing without the right step can break it.
  • An inspection findingA check that finds work without a valid permit.

The knock-on effect on your residence

Where a work permit also serves as your right to reside, a refusal, cancellation or working-without-permit finding can put your residence status in question too. That is why these issues are best looked at together rather than one at a time. See our residence permit and visa & overstay pages.

What to do — and what not to do

Do

  • Get the decision or penalty in writing
  • Keep your contract, permit papers and receipts
  • Understand the fine, ban and residence picture together
  • Note the date of any decision
  • Get advice before paying or signing
  • Sort out your status before re-booking travel

Don’t

  • Assume paying a fine ends the matter
  • Keep working without a valid permit
  • Sign documents you do not understand
  • Ignore the effect on your residence
  • Miss any appeal deadline
  • Rely on informal assurances from an employer

The process & timeline

  • Decision or findingA refusal, cancellation, or a working-without-permit finding is issued and notified.
  • Penalty assessedAny administrative fine is calculated; the employer may be assessed too.
  • Object or appealWhere there are grounds, the decision can be challenged within the time limit.
  • Status & next stepsWe address the effect on your residence and advise on re-applying, regularising, or what it means for staying or leaving.

Deadlines run from notification — acting early protects more options, including your residence.

Frequently asked questions

What is the penalty for working without a permit in Türkiye?

Working without a valid permit can carry administrative fines, and the employer can be penalised too. The amounts depend on the facts and current rules, so we check the basis for your situation rather than quoting a figure that may be outdated.

Can a work permit refusal be appealed?

Often yes — a refusal or cancellation usually carries an objection or appeal route within a deadline that runs from notification. The forum and time limit depend on the decision.

Does a work-permit problem affect my residence?

It can. Where your work permit also serves as your right to reside, a refusal, cancellation or working-without-permit finding can put your residence status in question. We look at both together.

Is the employer also liable if I worked without a permit?

Often the employer faces penalties as well as the worker. The split depends on the facts. We can advise both sides on their exposure and options.

Can working without a permit lead to a ban or removal?

In some cases there can be a knock-on entry-ban or removal risk alongside a fine. It depends on the facts. We assess the whole picture, including any removal exposure.

I want to change employer — will that break my permit?

Many permits are tied to a specific employer, so a change usually needs the right step rather than just switching jobs. Tell us the details before you move.

Can I come back after a work-permit ban?

It depends on whether a ban was recorded, its type and duration, and the facts. Some bans can be reviewed or lifted; others must be waited out. We check before you book. See entry bans.

Can you act for me or my company from abroad?

Often yes, including through a power of attorney. Tell us the situation — worker or employer side — and where you are.

Do you speak my language?

We assist in English and Turkish, and can arrange interpretation in other languages. Tell us what you are most comfortable in.

How much does it cost?

The first message to understand your situation carries no obligation. If you decide to engage us, we explain the fee clearly and agree it before any work begins.
