If this is happening right now

  • Stay calm and do not resist. Being stopped over a notice is a process — not a verdict.
  • You have the right to remain silent. You do not have to explain or justify anything before you have a lawyer.
  • Ask for a lawyer clearly, and an interpreter if you do not understand Turkish.
  • Do not sign anything you do not fully understand — especially a statement (ifade) or any document in Turkish.
  • Have someone contact us with your location — terminal, airport (IST or SAW), and the time you were stopped.
  • Do not try to leave or hide. Lawful steps protect you; anything else can make things worse.

What is an INTERPOL Red Notice?

An INTERPOL Red Notice is a request circulated through INTERPOL by one country (the “requesting” country), asking police forces worldwide to locate and provisionally arrest a person pending extradition. It travels with identifying details and the offence alleged. It is widely used — and widely misunderstood.

Crucially, a Red Notice is not an international arrest warrant, and it is not a finding of guilt. Each country decides, under its own law, how to act on it. What matters for you is what Türkiye does when your name comes up — and what can be done about it.

How a Red Notice arises — and what it does

Understanding where a notice comes from helps you see where it can be challenged:

  • A requesting country asksA state asks INTERPOL to circulate the notice based on its own warrant or charge.
  • INTERPOL circulates itIf it meets INTERPOL's rules, the notice is shared with member countries' police.
  • A border “hit”Your name can flag during a passport-control check when you travel.
  • Provisional arrestA country may detain you while the requesting state decides whether to seek extradition.
  • Grounds for challengeNotices can breach INTERPOL's own rules — for example political, military or disproportionate cases — and may be contested.
  • Not proof of guiltA notice reflects another country's allegation; it does not decide your case.

Your rights if you are stopped

  • To remain silent — you do not have to give a statement.
  • To a lawyer, and to speak with one.
  • To an interpreter if you do not understand Turkish.
  • To be told why you are being held.
  • Not to sign a statement you do not understand.
  • To notify your family and, where appropriate, your consulate.

How these apply in a specific custody or provisional-arrest situation depends on the facts. Asserting them calmly, early, is what protects your options.

Stopped because of a notice right now?Say you want a lawyer — and do not give a statement without one.

What to do — and what not to do

Do

  • Stay calm and cooperative about your identity
  • Say clearly that you want a lawyer
  • Ask for an interpreter
  • Keep and photograph any document you are given
  • Have someone send us your location and details
  • Gather any proof the notice is wrong or resolved, if you have it

Don’t

  • Give a statement (ifade) without a lawyer
  • Sign documents you do not understand
  • Assume the notice is valid without checking
  • Try to flee, hide or destroy anything
  • Discuss the underlying allegation with officers
  • Travel again before getting advice if you suspect a notice

What usually happens, step by step

  • Border hitYour name flags at passport control; you are taken aside.
  • Provisional holdYou may be held while authorities check the notice and the requesting country's intentions.
  • Prosecutor / courtThe matter is referred for a decision on detention and any extradition request.
  • Extradition reviewIf extradition is sought, a separate court process begins.
  • ChallengeIn parallel, the notice itself may be contested before INTERPOL's CCF where there are grounds.

The first hours shape everything that follows. Acting early — on both the Turkish process and the notice itself — matters.

At which airport — IST or Sabiha Gökçen?

Notice “hits” usually happen at passport control. We act at both Istanbul airports, around the clock:

IST SAW
  • Istanbul Airport (IST)The large hub on the European side — most international arrivals, and most border “hits”, happen here.
  • Sabiha Gökçen (SAW)The Asian-side airport — smaller, but the same checks and the same rights apply, and we cover it too.

Frequently asked questions

Is an INTERPOL Red Notice an arrest warrant?

No. A Red Notice is a request from one country, circulated through INTERPOL, to locate and provisionally arrest someone pending extradition. It is not an international arrest warrant, and each country decides how to act on it under its own law.

Can I be arrested at Istanbul Airport because of a Red Notice?

It is possible. A notice can flag during a passport-control check and lead to provisional detention while authorities assess it. If this happens, ask for a lawyer immediately and do not give a statement without one.

Can a Red Notice be removed or challenged?

Yes, where there are grounds. Notices that breach INTERPOL's rules — for example political, military or disproportionate cases — can be contested before the CCF, and the underlying request can also be challenged. We assess the prospects honestly.

Does a Red Notice mean I am guilty?

No. It reflects another country's allegation and request. It is not a finding of guilt and does not decide your case.

I think I have a Red Notice — should I travel to Türkiye?

Get advice before you travel. It is often possible to assess your exposure and options first. Travelling without checking can lead to detention at the border.

What is the CCF?

The Commission for the Control of INTERPOL's Files is an independent body that reviews complaints about notices and can order an improper notice deleted. Applying to it is a specialist process.

I'm a dual national or Turkish citizen — does that change things?

It can. Nationality may affect whether and how extradition is possible and how the request is handled. Tell us your nationality and the facts so we can advise accurately.

How much does it cost?

The first message to understand your situation carries no obligation. If you decide to engage us, we explain the fee clearly and agree it before any work begins.
